The additional sum now requested is required to provide for a death gratuity of $334.87 (.e. the equivalent to one year's salary less pension already drawn) to the widow of the late Lo Kau P.C. C15, who was granted a pension after 21 years service on 4th July, 1931, and died on 10th Sept- ember, 1931, and a death gratuity of $480 (.e. the equivalent to one year's salary) to the widow of the late Cheng Pak, P.S. C32, who was granted a pension after 20 years service on 1st August, 1931, and died on 2nd Sept- ember, 1931.

The above grants were approved by the Finance Committee on 7th October, 1931, and 16th September, 1931, respectively.

From May 3rd, 1931, the express trains between Kowloon and Canton were hauled by the new tender Locomotives, and a more expensive oil was used on these engines, also oil consumption increased as higher speeds were attained.

In addition a certain number of the tank locomotives had to be lubri- cated in readiness should they be called upon to run the express service.

The above is to be met from savings under E-3-1-2-1 Coal for Loco- motives (1931 Estimates page 97 sub-head 6).

Estimated expenses for sending 3 delegates to India to attend the Merchant Shipping Round Table Conference was $6,407.13 to cover which the sum of $6,408 was authorized by Financial Committee message 5 item 13 of 1931.

In connection with the development of the area between Kaulung Tsai and Kowloon City it is very desirable to put in hand this year the follow- ing drainage works:--

i. Sewer in the cemetery road between N.K.I.L. 1382

and Prince Edward Road.....

Owing to the lower rate of exchange and increase in cost of stores, the vote will be exceeded by $1,200.

A supplementary vote for the sum of $1,200 is therefore requested.

The above is to be met from savings under "Hose" (1931 Estimates page 36 sub-head 5).

The sum provided has proved insufficient owing to several unforeseen payments in respect of fees and expenses of police officers attending special courses of training in Great Britain.

The above is to be met from savings under Bedding-$1,000 and Coal for Barracks-$1,000 (1931 Estimates page 46 sub-heads 4 and 8).

The actual expenses of the delegation amounted to $6,778,79 and a vote to cover the excess is now applied for.
